Request for Proposal Overview
The Northeast Iowa Workforce Development Board (NEIWDB) is issuing a Request for Proposal (RFP) to interested and qualified applicants to serve as the Workforce Innovation and Opportunity Act (WIOA) One-Stop Operator (OSO).
The selected provider will coordinate service delivery among required partners within the American Job Center (IowaWORKS) system and support an integrated, customer-centered workforce system across Northeast Iowa.
Questions and Answers
Potential respondents may submit questions about the RFP by emailing questions to: Taylor Williams, no later than 5:00 p.m. CST, Monday, May 11, 2026.
Questions will be responded to in writing and posted on this website. The last day the Board will post answers to RFP questions will be Tuesday, May 12, 2026.
Proposals Submission Deadline
All proposals are due by Wednesday, June 3, 2026, no later than 5:00 p.m. CST.
Please submit proposals via email to Taylor Williams at taylor@northeastiawdb.org. Proposals submitted after 5:00 p.m. CST will not be accepted.
Contract Period
The contract period will be July 1, 2026 through June 30, 2027, with the option to renew for up to three (3) additional one-year periods contingent upon successful performance and availability of funds.
Call to Action
We welcome proposals from qualified organizations, including single entities and collaborative partnerships.
